Feature: Islands of E-Opportunity in the Philippines

One would think in a nation so geographically dispersed as the Philippines that distance education would have caught on quickly. However, according to Benito Teehankee of the Philippine eLearning Society, it has not been adopted quickly enough. Benito says,

“E-learning is being attempted in various ways in formal and informal education. The implementations are highly variable in extent and quality, since bandwidth availability and technology knowledge are very variable across schools and students. Instructional technology use at the basic education level is still very rudimentary and needs to be addressed.

But I predict more collaboration between private and public schools with the support of government and private entities, to improve the level of IT literacy in the basic education level and then the application of e-learning strategies to support the growing literacy.”

The Philippine Computer Society was also concerned about a lack of e-learning understanding, so it hosted the Innovation on Teaching Forum last February in Manila. Filipino educational institutions were invited to showcase innovative uses of e-learning in their programs and many experts in the industry spoke to enlighten those interested. It was a great success.

WSA is a global initiative designed to discover and promote what is currently best practice in the field of e-content and applications. Individuals and companies from 168 countries have submitted projects to the World Summit Award Global Contest 2005. The event is organized in the framework of the United Nations World Summit on the Information Society (WSIS) which will be held in Tunis, Tunisia, 16-18 November 2005. Megatrends: E-learning in the Philippines

Literacy is very high in the Philippines at an estimated level of 92.6%. But currently, three major issues limit the success of e-learning in this nation: access, quality, and pedagogy. These issues relate to providing access to e-learning resources that are of the quality that the people expect, with a content that is up-to-par with the current trends in teaching and education. And then there is the geographic challenge with the nation spanning more than 7,100 islands.

These challenges, in conjunction with the literacy and language capabilities, make e-learning a prime candidate for the education environment in the Philippines.

Congratulations to DigitalFilipino.com club member Dr. Josie Cacdac who has been chosen to chair the World Summit Awards 2005 (www.digitalfilipino.com).

DigitalFilipino.com was the Philippines winner in the e-learning category, for their e-mail-based E-Commerce Workshop Online. They gave 16 lessons for free to nearly 2000 Filipino Internet Users. They also got recognized in E-Services Philippines as 1st runner-up in the Best Product/Service Award under the Education category.

DigitalFilipino.com helped CBCPWorld set-up of their e-learning system. The site is now being used as an e-learning support and documentation tool for CBCPWorld, with its mission of providing Internet connectivity, educating primary and secondary Catholic schools and teachers with the use of ICT.
